Warren Harding (Republican) 1920 - 1923
Harding won the 1920 election pretty easy (60% of the popular vote and over 400 electoral votes)
Why?
1. He was really good with the press.
2. Democrats (and Wilson) were blamed for many of the war deaths/injuries, striking labor unions, difficult postwar
economy, and just about anything else that was going on with the country that was considered to be negative at the
time.
Harding's Promise = To return the country to NORMALCY (good times before WWI)
Accomplishments:
1. Washington Naval Conference (1st peacetime international conference). No more shipbuilding and reduced size of
navies around the world. The goal was to maintain world peace following WWI.
2. Presented first coordinated budget to the U.S. Congress
3. Raised tariffs (Fordney - McCumber tariff) on foreign products entering the U.S. to protect our businesses from
competition. This made U.S. goods cheaper relative to foreign products in the marketplace, and allowed U.S.
companies to hire more people due to an increase in demand.
4. Backed the Dawes Plan. The Plan called for the U.S. to loan Germany $$$ to help pay war debts that they owed to
England and France. Germany would then pay the U.S. back at a later date (they never did). This plan probably
stopped another war from occurring immediately after WWI because England and France wanted the $$$ that was
due to them according to the Treaty of Versailles and Germany didn't have the $$$ to pay.
